TO2
TO2 (Technology Knowledge Institutes) is a Dutch research organisation that focuses on the development and application of technology, with a strong emphasis on bridging the gap between research and practice. By pooling the knowledge and expertise of its members, TO2 develops innovative solutions to societal challenges. The organisation is a collaborative effort between renowned research institutions such as TNO, NLR, Deltares, ECN, and MARIN, and covers a broad range of topics, from sustainable energy and aviation to water management and cybersecurity. TO2 has strong ties with Europe through its participation in European research programmes such as Horizon 2020 and Horizon Europe, as well as its collaboration with other European research organisations. The organisation’s aim is to contribute to the development of the Dutch economy and society.
The collaboration programmes between the TO2 institutes are focused on the societal challenges formulated in Horizon 2020, including the programme ‘Smart, green and integrated transport’ (led by MARIN, with participants including NLR) which aims to broaden transport, also aligning with NLR’s strategy ‘broadening transport’. Another important programme is ‘Safe society’, for which NLR is the leader. This programme is related to the national programme Improvement of Civil-Military Cooperation (VCMS) and includes topics such as protection against crime and terrorism or limiting the effects of such acts.

International research groups
NLR collaborates with various international research groups and networks to share and develop knowledge and expertise. Examples of these partnerships include IFAR (International Forum for Aviation Research), ESRE (European Society for Research in Engineering), EASN (European Aeronautics Science Network), CEAS (Council of European Aerospace Societies), and ICAS (International Council of the Aeronautical Sciences). Additionally, NLR also works closely with other international organisations and networks, such as ESA (European Space Agency), NATO, and ICAO (International Civil Aviation Organization). These partnerships enable NLR to actively contribute to the development of the aerospace sector at an international level.
